Boy Scout Ten Year Program

National Council, BSA made this rubber stamp available nationwide.
This example is on Chickasaw Council, Memphis, Tennessee, corner card rubber stamped in black.
Other known examples are from 02/08/33 Dayton, Ohio; 02/13/33 Olney, Illinois; 04/10/33 Los Angeles, California and 04/22/33 Reading, Pennsylvania

Very few of these covers seem to have survived.  Ironically, its usage by "Stamp Tongs of Astoria" on 33-1 remains the second most common pre 1948 US Scout cover.

On the back of these covers, the numbering sequence is continued from 33-1 and 33-2; these being from 3900 to 3905.

The signature of Arthur Lutz, ASM Troop 53, Queens Council, is associated with the 33-1 cachet.  Lutz lived in Long Island City; his Troop 53 was in Astoria.  Whereas most 33-1 covers were machine cancelled "New York, N.Y. 15", some were cancelled "Long Island City, N.Y. 2".   Astoria and Long Island City are contiguous communities in the Boro of Queens in New York City.

Arthur Lutz most likely was "Stamp Tongs of Astoria".
