The addressee, W. Arthur McKinney, a professional Scouter, later became Stamp Editor of Boys' Life, a founder of SOSSI, and the "Special Assistant to the Chief Scout Executive".
These covers were prepared in two steps.  McKinney sent self addressed corner stationery to the Nebraska City Postmaster for First Day processing and he had the McCamley cachet applied to the covers before (or after) they were mailed or, the corner was printed on the already prepared McCamley generic cacheted envelopes.
