The Council Ring was a group of New York City Scouters involved with Indian Dancing and the Order of the Arrow.  The addressee, Captain C. J. Freddi; AKA C. J. Freddi, Carlos J. Freddi and Blue Eagle, was a director of the "Indian" events in the 1936 and 1940 New York City Scout-O-Ramas.
